You pose a very valid question. What happens is that there are many people, both Colombians and non-Colombians, who do NOT want to see Colombia become a better country.

You see, for many non-Colombians, Colombia can only be a backwards, drug-infested, violent, corrupt, little third-world, banana republic. Uribe is changing thi
s perception and that goes against the interests of these people because they don't give a damn about Colombia's welfare. To many of them, it's just the place that provides their favorite nose powder or where they can get laid easily (by $$, of course). Many of these foreigners just have an inherent prejudice against Colombia and do not want to see those preconceived stereotypes wither away.

Colombians who hate Uribe can be divided in several groups:

First we have the fervent leftists (IOW FARC sympathizers) who hate democracy and liberty and want to convert Colombia into some miserable, socialist regime like Cuba or Venezuela. Uribe stand for liberty and democracy, therefore these scumbags hate Uribe.

Then we have the 'mafiosos' or those who come from mafia families who are do not want to see the 'family business' disappear by any means. Uribe has extradited more narcotraffickers to the US than all of his predecessors combined and they fear to see the family 'bread winner' end up in some jail in Miami! Can you imagine how much these people must hate Uribe because now they actually have to make a decent and honest living?

Then we have Colombians who are neither fanatical leftists or scumbgas narcos, they are law-abiding Colombia who just happen to be ignorant ingrates! Apparently they preferred it when Colombia was the kidnap capital of the world and the FARC ruled half of Colombia. These people are just pathetic.

“When neoliberal policies were adopted by the Colombian government in the 1990s, it dramatically increased poverty, and made an already terrible situation worse. Hristov writes that the “essential components of neoliberalism are trade liberalization, privatization, deregulation, and austerity. Trade liberalization entails the removal of any trade barriers, such as tariffs and quotas. Privatization requires the sale of public enterprises and assets to private owners. Through the removal of government restrictions and interventions on capital, deregulation allows market forces to act as a self-regulating mechanism… Austerity requires the drastic reduction or elimination of expenditures for social programs and services.

These drastic reforms have intensified since current President Alvaro Uribe came to power in 2002. After the IMF loaned $2.1 billion in 2003 on the condition that the reforms be accelerated, Uribe “privatized one of the country’s largest banks (BANCAFE), restructured the pension program, and reduced the number of public-sector workers in order to cut budget deficits, as required by the international lending institution.
