One of the main reasons to go to Cartagena is for the restaurants, bars and nightlife. All inclusive would be a big mistake on that trip. One of my favorite restaurants in Colombia is in Cartagena. La Vitrola. Very good.

do you live in cartegena? a buddy of mine lives there and owns--at last count--three places. two are on the plaza by the santa clara and one down the street from the santa clara. his name is juan iglesias...his newest--back a couple of years--is/was el mar del juan. do you know him or the restaurants. on the park is a nice pizza place and directly across the park an italian place.
