Colombia report. Alternative to Plan Colombia summary

On paper, the "Blueprint for a New Colombia Policy" sounds good, overall...perhaps too good for it to become true at all, at least under current circumstances, though hopefully implementing something similar will become more possible in the medium term.

And then there's the matter of making sure that all of the aspects of such a new policy are actually implemented fairly enough, and not just piecemeal.
