BOGOTA, April 29 (Reuters) - Police killed a drug lord known as one of the "twins" who controlled Colombia's biggest emerging cocaine gang made up of former right-wing militia fighters, in a shootout on Tuesday.

"He was one of our most wanted," said Colombian Defense Minister Juan Manuel Santos in announcing that Miguel Mejia Munera had been shot dead along with two of his bodyguards near the northern city of Medellin.

Mejia Munera and his twin brother, who is still at large, gained influence after cocaine-funded paramilitaries demobilized under a government peace deal that was criticized by rights groups for not forcing militia fighters to give up crime.

"The twins were the most powerful leaders of Colombia's new generation criminal bands, which combine paramilitary and drug-cartel structures and pose the biggest threat to Colombia's future," said Pablo Casas, an analyst at Bogota think-tank Security and Democracy.

Mejia Munera was wanted for drug trafficking in the United States and had a $5 million reward on his head offered by the U.S. government, as does his brother, Victor Manuel.

The United States has given Colombia about $5.5 billion in aid over the last seven years aimed at combating the drug trade and bolstering security.

Urban crime rates have plummeted and investment is up in Colombia due to the military push. But cocaine exports from the Andean country remain steady at over 600 tonnes per year, according to the United Nations. (Reporting by Hugh Bronstein)

Miguel �ngel Mejía Múnera aka "El Mellizo" or "Pablo Mejía" (born July 11, 1959) was a Colombian drug lord and former paramilitary leader. Along with brother Víctor Manuel created a drug cartel called "Los Nevados" out of a former paramilitary which they bought for US$ million dollars. The cartel buys illegal drugs from Daniel Barrera Barrera another druglord working as broker for the Revolutionary Armed Forces of Colombia (FARC) guerrilla.[1]
According to the US Department of State the "Mellizos" have managed multi-ton cocaine transportation routes from the Caribbean Region of Colombia to the United States and Europe since the late 1990s. Their transportation and money laundering organization was conservatively estimated to have transported approximately 68 tons of cocaine over a two-year time period. In 2003 their organization was dismantled during a U.S. multi-jurisdictional effort called Operation Journey. That operation resulted in the seizure of 25 tons of cocaine and the arrest of 43 individuals, however, the Mejía-Múnera brothers escaped.[2]
Mejía-Múnera was also involved in the Paramilitary Peace Process until he failed to turn himself in to the Government of Colombia in August 2006. In 2003, Miguel and brother Victor Mejía-Múnera were indicted in the Southern District of Florida for conspiracy to import cocaine. The US Department of State is offering a reward of up to US$5 million dollars for information leading to the arrest and/or conviction of the Mejia-Muneras.[2]

Victor Manuel was killed in a Colombian National Police operation conducted by an elite unit on April 29, 2008. The operation took place between the municipalities of Tarazá amd Caucasia, Department of Antioquia near the border with the Department of Córdoba were Mejía Múnera had seek refugee. He was escorted by six or eight people, two of whom were his personal bodyguards and were killed in the operation, only three of these survived. The Colombian National Police localized Mejia Munera after an informant tipped off the authorities.[3]
Colombian minister of Defense Juan Manuel Santos informed that Mejia-Munera had five arrest warrants and one extradition petition by the United States. Colombian authorities also related the Cocaleros protest of the weeks before his death in the municipality of Tarazá to Mejía-Múnera as a strategy to distract authorities and escape.

In short...
They bought a group, Vencedores de Arauca, just to get into the Ley of Justicia y Paz as paramilitares.
When they realized that the government was going to extradite them, they stepped back.
They renamed the group to "Los Nevados", bought from Hernan Giraldo (rumors...) his zone and settled down in Santa Marta and the Sierra Nevada.
That's were they started a bloody war (and I am talking about 2007) with ex Bloque Norte, of Adan Rojas, called now Aguilas Negras (but Aguilas Negras is just a generic name used to scare population everywhere...).
After making a pact with Jorge 40 and pay him (rumors...) they eventually stood in Santa Marta and the limit is now Cienaga, which is theatre of the new killing.
La Sierra Nevada and Santa Marta are not in a stable situation and you'll see what will happen in the next months...

The report is from 2007, so it lacks some of the last info.

The guy was a pure narco, and did not share a bit of the AUC primary objective to protect its sponsors and its supporters from insurgents and their activities. He was escaping justice and that's why he was paying a group to protect him. I can tell you that he surely did not have a good life...

Muerte de uno de los 'Mellizos', mayor golpe dado a bandas emergentes surgidas de los paramilitares

En un principio se aseguró que había muerto Miguel �ngel, pero al realizar las pruebas de dactiloscopia se estableció que se trataba de Víctor Manuel.
En un principio, se aseguró que había muerto Miguel �ngel Mejía Múnera, pero anoche al realizar los exámenes de dactiloscopia se estableció que en realidad se trataba de Víctor Manuel.

La confusión se dio, según informó la Policía, porque en la finca en donde fue sorprendido el narco por una unidad élite de la Dijín se hallaron documentos de su mellizo. Además, las fuentes de inteligencia habían revelado que quien estaba en ese lugar era Miguel �ngel.

El operativo se originó porque el cuerpo especial de la Policía logró infiltrar dos anillos de seguridad del narco en Tarazá, bajo Cauca antioqueño, donde Mejía Múnera había buscado refugio. El tercer anillo del 'Mellizo' era un grupo de entre seis y ocho escoltas, dos de los cuales murieron en el intercambio de disparos. Otros tres fueron capturados, y dos emprendieron la fuga.

El cerco a Mejía se empezó a cerrar hace un mes, cuando la Policía recibió información de su ubicación en esa región.

Según las autoridades Víctor Manuel se había refugiado en el Magdalena Medio y luego pasó a moverse entre Tarazá y Caucasia, zona donde hasta hace poco mandaban 'Macaco' y Ramiro 'Cuco' Vanoy.

Aunque no usaba teléfonos para comunicarse, para evitar rastreos (mandaba órdenes en minicasetes y videos), la Policía logró ubicarlo. "Se dejó ver en sitios de diversión", confirmó un oficial.

Por Víctor Manuel Mejía, como por su hermano Miguel �ngel, Estados Unidos ofrecía cinco millones de dólares. Ayer, el ministro Santos, confirmó que esa recompensa será pagada a un informante.

Por su parte, el general Naranjo aseguró que ubicar a los dos capos era "un asunto de honor", en referencia al escándalo por los aparentes nexos de un coronel de la institución en el Cesar con los Mejía.

'Los Mellizos' forman parte del grupo de narcos que logró colarse en el proceso de negociación y que después volvió a la clandestinidad para seguir en el negocio. Sus bandas operaban bajo el nombre de 'Los Nevados', desde la Sierra Nevada de Santa Marta hasta la frontera con Venezuela. También tenía grupos en el Magdalena Medio, Antioquia, sur de Bolívar, Córdoba y Nariño.

De hecho, investigadores no descartan que las marchas de los cocaleros de la semana pasada en Tarazá eran un distractor para cubrir el intento de fuga del 'Mellizo', que al momento de su muerte llevaba un camuflado americano.

Ahora, las autoridades trabajan en la ubicación de Miguel �ngel, su hermano.

Se inició como narco en los 90


Víctor Manuel Mejía tenía cinco órdenes de captura desde el 2000.

Junto con su hermano Miguel �ngel se inició en el narcotráfico en la década de los 90. En ese entonces escoltaban envíos de cocaína hacia México.

A la caída del cartel de Cali ascendió en el negocio y conformó su propia organización delincuencial.

En el 2003 compró el bloque Vencedores de Arauca y se coló en Ralito.

Al Gobierno le llovieron críticas por aceptarlos en el proceso de Ralito, pues además estaba 'Gordolindo', señalado también como narcotraficante.

'Los Mellizos' se desmovilizaron en el 2005, pero huyeron cuando el Gobierno ordenó el encierro de los ex paramilitares.

Capturado Miguel �ngel Mejía Múnera, el segundo de la banda de 'Los mellizos'

La operación la hizo el mismo escuadrón que hace menos de 48 horas abatió a su hermano Víctor Manuel, confirmó la Policía.

También conocido como Pablo 'Arauca', Mejía Múnera, al lado de su hermano muerto en una operación militar el pasado 29 de abril, es considerado como uno de los mayores narcotraficantes del país desde el asesinato de Wilber Varela, 'Jabón', en Venezuela, en febrero pasado.

Además, tiene cinco órdenes de captura vigentes, tres de ellas por homicidio y una orden de extradición de la justicia de Estados Unidos que lo requiere para procesarlo por cargos relacionados con el tráfico de cocaína.

Según las autoridades, Miguel �ngel Mejía Múnera se había encargado de crear y articular nuevas bandas criminales en Antioquia, Magdalena, Arauca, Córdoba y Nariño. Además, se le señala de manejar el negocio de la droga en el Catatumbo.

Recientemente fue protagonista de una confusión, cuando el Gobierno anunció que había sido abatido en Tarazá (Antioquia). Sin embargo, luego se estableció que se trataba de su hermano Víctor.

No a justicia y paz

Luego de la muerte de su hermano, el abogado de 'Los Mellizos', Gustavo Salazar, dijo que el capo estaba estudiando su sometimiento a la justicia si era eximido de la extradición.

Pero el 30 de abril, el presidente �lvaro Uribe Vélez fue enfático al señalar que es imposible aceptar esa posibilidad. "El Gobierno Nacional no ha debilitado la extradición en la Ley ni permitió que se debilitara en la Constitución y tampoco la ha debilitado en negociaciones particulares", señaló el Jefe de Estado.

Agregó que "en varias ocasiones el Gobierno Nacional ha recibido esa propuesta. La última fue este lunes en el Consejo de Ministros. La llevó el Ministro Carlos Holguín. La había recibido de un fiscal de la Nación. ¿Qué respuesta he dado? Que no aceptamos eso. ¿Por qué? Porque estos señores estuvieron en la Ley de Justicia y Paz, y después abandonaron la Ley y la violaron, y regresaron a delinquir", aseveró.

Dijo que "la instrucción que he venido dando en los Consejos de Seguridad de los lunes, en las diferentes reuniones, es que deben ser perseguidos de manera implacable por la autoridad. Alguien me preguntaba: ¿qué opción queda? Someterse a la ley ordinaria de Colombia. Esa es la opción que queda", puntualizó el Presidente Uribe.

Mejía Múnera hizo parte en 2004 de la mesa de negociaciones de Santa Fe Ralito. Sin embargo, fue expulsado del proceso al comprobársele nexos con narcotraficantes.

Según las autoridades, habría comprado junto a su hermano una 'franquicia' del bloque vencedores de Arauca para poder recibir los beneficios de la desmovilización y, posteriormente, de la ley de Justicia y Paz.

Villa, el escudo de 'Los Mellizos'

La capacidad de infiltración en un sector de la Fuerza Pública y sus contactos por más de 18 años en el mundo del crimen convertían a Orlando Villa Zapata, 'la Mona' o 'Rubén', en la coraza de Los Mellizos, Miguel �ngel y Víctor Manuel Mejía Múnera.

Por eso su captura el pasado 4 de abril a manos de la Dijín debilitó la seguridad y las redes de informantes que protegían a los dos narcos.

'La Mona' cayó cuando salía de un motel en Doradal (Antioquia), en el Magdalena Medio. Informes confidenciales de la Policía indican que este hombre realizaba contactos para esconder a los Mejía Múnera, a la sombra y protección de ex 'paras' de esa región. Luego de su captura 'Los Mellizos' perdieron contactos en una zona que no era la suya.

"Villa era el jefe de seguridad de Miguel �ngel y segundo al mando de Los Nevados, después de Víctor Manuel", dice un informe oficial. Este hombre es desmovilizado del bloque Vencedores de Arauca. Su rastro criminal arrancó en 1991. cuando participó en la masacre de 20 indígenas en el Cauca.

They had an entire group protecting and working for them. More than 1000 persons.

But I was seeing an incredible presence of the legal forces in the Sierra Nevada lately. And a great effort in Santa Marta.

Now the usual problem... their people will join the group of muggers and kidnappers in town. And crime will be out of control again.
